The plaintiff failed to establish on the facts that the 2nd and 3rd defendants were about to leave Hong Kong so as to obstruct or delay any judgment; the affidavit material was weak, inconsistent, partly hearsay and bolstered late, and plaintiff's delay in seeking the orders undermined its case; therefore the Acting Registrar's discharge of the Prohibition Orders and refusal to grant a Certificate for Counsel were proper and will be upheld.
