The Tribunal held that while it has a discretion under s.4(6)(a)(i) to give directions to enable separate applications' sales to be conducted together (parallel directions) and the six applications should be heard and tried together, s.4(6) does not confer substantive power to change the Schedule 2 reserve price formula.
