Leave for judicial review was refused because the DPP/SJ's decision to select the District Court as venue fell within prosecutorial discretion under Article 63 and established authorities (Chiang Lily); the Prosecution Code 2015 did not displace that principle or create a mandatory requirement to provide detailed reasons; restitution and other case circumstances supported the venue choice; no exceptional circumstances or demonstrated prejudice under s16 existed to justify judicial intervention.
