A small folding pocket knife of the kind the average person might reasonably carry every day is not, without evidence of intent to use it as a weapon, an 'offensive weapon' under s.17; therefore the magistrate erred in finding the knife to be an offensive weapon and the conviction based on inability to give a satisfactory account was quashed.
