The coroner directed that the 39 deaths be consolidated into a single inquest, clarified that the inquest's function is investigatory (not to determine civil/criminal liability), ordered the police to deliver a full investigation report by early June 2024, and scheduled a second pre-inquest review within two months of receipt of that report but no later than September 2024 with mandatory advance disclosure of witness lists and written evidence 21 days beforehand.
