Because the petitioner had not delivered bills compliant with s66(1) of the Legal Practitioners Ordinance in respect of the majority of the fees claimed and the cheques were provided in circumstances conditional on delivery of such bills, the petitioner could not enforce the cheques or validly issue the petition; the petition was therefore dismissed.
