Deterrent custodial sentences (detention centre orders) were justified and correctly imposed despite appellants' youth and clear records because the offences formed part of an open, defiant and persistent trade in pirated goods, fines and warnings had failed to deter, and legislative and international imperatives required effective deterrence; therefore the appeals against sentence were dismissed.
