    On an objective and contextual construction of the 2001 Policy documents the solatium is part of a single compensatory offer (open market value plus solatium) made by the Government and is payable only if that offer is accepted; the Director's refusal to pay the solatium after the applicant rejected and allowed the offers to lapse was consistent with the Policy and not ultra vires, so the judicial review fails.
