On the facts and having regard to the intended lay recipients, the promotional statements in the household circulars were likely to convey to readers that HKQAA had assessed and approved the quality of the firm's legal work rather than merely its quality management system; that impression rendered the statements misleading in breach of Promotion Code para 6(a) and justified the Tribunal's finding (majority decision upholding Tribunal).
