Appeal allowed. The correct starting point for each applicant was 3 years' imprisonment, reduced to 2 years for the guilty plea; enhancement under s27(11) Cap.455 was appropriate but should be limited to 50% (not ~60%) on these facts, yielding a final sentence of 3 years' imprisonment for each applicant; the higher starting point plus higher enhancement amounted to impermissible double counting and was reduced to preserve parity and proportionality.
