The Court held the 1987 Staff Manual governed the plaintiff's employment; paragraphs 3.2.1 and 3.2.2 must be read together so the Director could permissibly relax both the time‑limit and the maximum accumulation restriction in appropriate circumstances; accordingly the Director's permission to the plaintiff to accumulate compensation leave was effective and the plaintiff was entitled to judgment for compensation leave in the sum ordered; the claim arose on termination and was within the Labour Tribunal's time limits.
