The phrase "registered owners of land exchange entitlements" in the Application Notice meant persons who were original grantees or assignees whose assignments had been effected at the Director of Lands' office in a form satisfactory to him and registered in the Commitment Transfer Register; the plaintiffs had not satisfied these conditions at the relevant time and therefore were not entitled to tender, and registration after the tender closing could not cure that defect.
