The application for leave to appeal out of time is refused because the applicant offered no reasonable explanation for a delay of more than four years and there is no reasonably arguable ground of appeal: the starting point and enhancement for an international trafficking offence were lawful, the 9 month discount for participation in an anti‑drugs campaign is excessive in light of subsequent authority and should not have reduced the starting point, and the applicant's personal mitigation and comparisons with other cases do not justify reopening the sentence.
