The Court refused leave to appeal because (1) question (b) was not of great general or public importance given acceptance that unprofessional conduct can occur despite an honest belief; and (2) question (a) did not raise a general issue and in any event did not arise from the judgment because the Dental Council had conducted a due inquiry and expressly determined that the admitted facts amounted to unprofessional conduct; accordingly leave to the Court of Final Appeal was dismissed with costs.
