A resubmission after an unconditional refusal is a fresh application to be decided under the law prevailing at the time the Building Authority is called upon to consider it; accordingly the 4th submission must be reconsidered under OZP No. S/K11/6 (plot ratio 12) and the Building Authority must be given the opportunity to exercise its discretion on that basis.
