The relevant date for valuation is when the Valuation List comes into effect (1 April 1977); valuers and the Commissioner must use all relevant evidence available when making valuations after that date, including post‑projection actual rentals (Bwllfa principle); where a projection proves excessively erroneous it may be corrected on appeal notwithstanding concerns about preserving the tone of the list; accordingly the Tribunal increased the rateable values to the agreed hindsight figures.
