The Tribunal held the relevant date for valuation is when the Valuation List comes into effect (1 April 1977); the Bwllfa principle permits admissibility of actual rental data from during and after the projected period; the Commissioner erred in law by refusing to consider post‑projection rentals when he physically valued in 1982 and his projection was materially erroneous (c.35% under); accordingly the Tribunal set the rateable values at the higher agreed values for 1 April 1977 and ordered amendment of the Valuation List.
