Majority of the Court concluded that under the Immigration Ordinance definition a travel document that remains true to its identification and nationality function is not rendered a forged or false travel document merely by endorsement of a forged visa; accordingly the convictions under s.42(2)(c)(i) could not stand where only the visa endorsement was forged.
