The court refused the case‑management stay because the balance of convenience, fairness between parties and efficient use of court resources favoured continuing the regional proceedings: the judicial review does not deterministically resolve private law defences raised in the regional cases, a blanket stay is inappropriate, and defendants can seek interlocutory relief in the High Court if necessary. The expedited/fast‑track trial application was denied as premature; a second case management conference should be convened after the judicial review hearing to revisit trial directions.
