The defendant's application for permission to appeal was dismissed because it was filed 20 days out of time without any reasonable explanation, the defendant had prior experience of late filings and cannot rely on lack of legal representation, the Notice contained no arguable grounds showing a real prospect of success and included irrelevant and repetitive material amounting to abuse of process; accordingly the court declined to extend time or grant permission and ordered costs against the defendant.
