Detention under s32(3A) remained lawful because the Director had prima facie authority, acted with diligence to effect removal, removal was possible subject to the applicant's cooperation, the applicant's persistent refusal to comply with reentry formalities materially contributed to the 288‑day detention and increased absconding risk, and any legal impediment was limited to 13 July–13 September 2023; balancing these factors the detention was not unreasonable.
