All of Mr Hall's applications for leave to apply for judicial review and intended civil claims were refused because the transfers and medical treatment were lawful under the Prisons Ordinance and on medical advice, many claims were time‑barred or not reasonably arguable, alternative remedies existed or proceedings were an abuse of process, and some claims were premature; the court further ordered that, under the RPO, Mr Hall may make only one application every three months to prevent continued abuse of process.
