The defendant’s erection and continued maintenance of unauthorised structures on the Lot constituted unlawful means that interfered with the Government’s freedom to deal with plaintiffs, were done with knowledge and intention that they would cause loss to plaintiffs by prompting re-entry and denial of relief, and in fact caused such loss; accordingly plaintiffs proved the tort and are entitled to orders requiring the defendant personally to demolish the illegal structures and indemnify plaintiffs for demolition costs if he fails to comply.
