Disqualification imposed under s.4(2)(a) of the Motor Vehicles Insurance (Third Party Risks) Ordinance is an all‑vehicle disqualification from holding or obtaining a driving licence for the statutory period and a magistrate does not have power under that provision to limit the disqualification to a particular class or description of vehicle; the proviso in s.23 Cap.220 does not import such a limiting power into s.4(2)(a).
