Section 14 of the POBO does not offend common law or the Bill of Rights: abrogation of the privilege against self-incrimination is effected by necessary implication in the statutory scheme and the 1995 amendments and section 20 must be read as prohibiting direct use and permitting only specified indirect uses; the scheme is rationally connected to the legitimate aim of combating bribery and is no more than necessary, so the respondent's application is refused.
