The Court held that the VTD Requirement is properly part of 'normal immigration requirements' under the CIES Rules and that the Immigration Department's published Guidelines are part of the Director's immigration policy; accordingly neither Question (1) nor Question (2) is reasonably arguable, the matters do not raise great general or public importance, the Notices of Motion for leave to appeal to the Court of Final Appeal were dismissed, and costs were awarded to the Director (HK$75,000 per notice).
