Leave to appeal was granted only on two narrow questions: (1) PBIL's question on the meaning and scope of 'permitted user' for godown purposes, specifically whether a godown use requires a building; and (2) the Director's question whether the Court of Appeal was correct that differing factual assumptions could not, as a matter of law, lead to differences in the before and after valuations. All other questions were refused leave, with the Committee agreeing with the Court of Appeal's reasons.
