The court refused to extend time because the applicant's delay was significant and inadequately explained and, on the merits, the HA had correctly applied the Application Guide's prescribed averaging method for employment of less than six months resulting in income above the eligibility limit; accordingly there were no reasonably arguable public law grounds with realistic prospects and leave was dismissed.
