Given the admitted facts that the appellant displayed samples to attract buyers, required minimum orders of 200 items, and passed orders to a mainland manufacturer, the court concluded her role substantially facilitated wholesale distribution of counterfeit goods; absent special circumstances, immediate custodial sentences are required for such conduct and the magistrate’s starting point (6 months reduced to 4 months for guilty plea) was appropriate and not excessive.
