Court found all statutory and procedural requirements were met: recorded statement was provided and bore thumbprints; cocaine was properly listed under DDA 1952; Article 151 disclosure obligations did not apply to a restriction order under s 6(3); delays by IO and Deputy Minister were reasonable and did not amount to procedural non-compliance. Therefore the RO was valid and the judicial review application was dismissed.
