The Minister's detention order was lawful because the investigation report and subsequent detention order were completed and issued within the 60‑day period permitted by s.3(2); judicial review is limited to procedural non‑compliance under s.11C(1) and no procedural requirement was breached; the Advisory Board acted within its discretion in regulating procedure and not issuing subpoenas, therefore the appeal fails.
