The court held that under s144 of the Local Government Act 1976 a local authority may amend the Valuation List to reflect improvements or corrections and such amendments can operate retrospectively where appropriate; consequently the respondent lawfully amended the Valuation List and imposed retrospective rates in the circumstances of these cases, and the judicial review applications were dismissed.
