The appeal is dismissed because the statutory scheme of Act 4 assigns exclusive jurisdiction over invalidity/disablement questions to the Medical Board and Appellate Medical Board; their determinations are final and binding for the SSAB and civil courts, and therefore SSAB and this Court cannot re-evaluate or substitute their own opinion for those determinations.
