The court allowed the discovery application in part by ordering disclosure only of the Valuation Report dated 19.05.2020 because the plaintiff failed to specifically identify and prove necessity for other documents; Cabinet documents, minutes and related records fall within the Schedule of the Official Secrets Act 1972 and remain protected unless declassified under s 2C, therefore disclosure of those documents is refused as the application amounted to a fishing expedition and was unnecessary at this stage.
