Service of KPI's rejection letter by registered post delivered to the creditor's solicitors on 24.5.2023 constituted valid service under s130 read harmoniously with Rule 63(2); the statutory 21-day period under s33B(4) therefore expired on 14.6.2023 and JC's application filed on 19.6.2023 was out of time. JC failed to show special circumstances or good cause to permit an extension under s93(4)/k283; accordingly the application is dismissed.
