The Court held that the Special Manager may be granted additional powers where necessary to fulfil his role and to advance administration of the estate; the DGI's challenge to the Court's jurisdiction is res judicata because no appeal was taken from the earlier SM Order; accordingly the application for further powers was granted in part (prayers (1)(a)–(e), (2) and (6)) while the DGI's statutory supervisory role remains intact and the applicant has liberty to re-apply for remaining prayers.
