On the balance of probabilities the 3rd and 4th Defendants were negligent in the management leading to delayed delivery; Government is vicariously liable; life expectancy is fixed at 29 years based on admissible application of Brooks et al. data adjusted to Malaysian context and expert evidence, and a multiplier of 14 is appropriate; awards for many claimed special and future items are reduced or refused where unproven or publicly provided; interest at 5% p.a. awarded on specified heads with dates as set by the court.
