Court held that the judicial review succeeds on the ground that a fatal discrepancy in the Senior ACP's affidavit (inconsistent identification of the type(s) of drug) undermined certainty in a case affecting fundamental liberties; that defect rendered the decision‑making process unlawful and justified certiorari to quash the Restriction Order dated 9.11.2023. Other alleged procedural defects (delay, interpreter availability, overall compliance with Article 149/preamble) were found without merit.
