The Minister's Decision was lawful and reasonable because the DGIR conducted extensive investigations and interviews in compliance with s.9 IRA, the Minister considered the materials and affidavits supplied, there was no breach of natural justice or procedural impropriety, and there is no statutory obligation to disclose the DGIR report or interview transcripts; therefore judicial interference was unwarranted and the application was dismissed.
