The Dewan had no jurisdiction to decide on the respondent's pre-election disqualification arising from voluntary acquisition of foreign citizenship; pre-election disqualifications must be determined by the Election Court under Article 118 and Article 17(1)(g) operates pre- and post-election, while Article 19(1) (using 'has ceased') confines the Dewan to post-election disqualifications; consequently the Dewan's decision of 12.5.2017 was without jurisdiction and unlawful.
