The appellants' work was primarily mental, skilled and technical (the dominant element) with physical tasks ancillary; the Labour Officer's factual findings and application of the dominant effort test were reasonable and not 'plainly wrong', therefore the appellants are not engaged in manual labour under the Employment Act and are not entitled to overtime pay.
