Because Enakmen 18 is expressly listed in the Second Schedule to Akta 787 and Section 17 of Akta 787 gives specified State laws extra-territorial effect, the Court has jurisdiction to hear the charge despite the alleged act occurring in Johor. The charge expressly cites Section 3(1)(d) Enakmen 18 and therefore satisfies Section 152(4) Kanun Tatacara Jenayah; omission to cite Akta 787 is not fatal as Akta 787 is a jurisdictional mechanism, not an element of the substantive offence.
