The two titles were continuation titles of the original alienation (25.04.2007) so the 12‑month cultivation obligation ran from the original alienation date; the appellant had many years to comply and failed to take bona fide steps to remedy the breach; issuing Form 7A with a 180‑day remedy period was a lawful, reasonable exercise of discretion under section 128 and was not arbitrary, unreasonable or in bad faith; therefore the appeal is dismissed.
