Although the defendants were negligent in printing and handing the wrongly printed identity card due to a technical system error, the unit validly rejected the Plaintiff's application under the National Registration Regulations and Arahan JPN because the Plaintiff failed to produce sufficient evidence to show a change of legal gender; therefore declarations for return of the card and change of particulars are refused but exemplary damages of RM10,000 are awarded for the negligent issuance.
