The Court held that the word 'father' in section 1(b), Part II, Second Schedule of the Federal Constitution must be given its plain and ordinary meaning as biological father; section 17 Part III provides a specific exception for illegitimate children; Article 8(2) and international instruments do not warrant reinterpreting or overriding the clear citizenship provisions; CTEB (Federal Court) is binding and the High Court erred in declaring 'father' to include 'mother'; consequently the Government's appeal allowed (Appeal 531) and Appellant's appeal dismissed (Appeal 273).
