The adjudicator validly delivered the decision within the agreed period by depositing it with KLRCA on 30.10.2015; withholding release until outstanding GST and fees were paid was lawful under s19 and KLRCA standard terms so any apparent delay was excused; CIPAA applies to written construction contracts notwithstanding termination and the adjudicator had jurisdiction to decide the payment claims; accordingly the adjudicator's decision was valid and the appeals fail.
