An application to intervene in a land reference made under Order 15 r 6(2)(b) ROC 2012 is an abuse of process because the Land Acquisition Act 1960 prescribes filing the statutory Form N as the sole mode for interested persons to join a land reference; accordingly the High Court's allowance of Enclosure 4 was set aside and the application dismissed.
