The High Court held the Adjudicator validly exercised his discretionary power under CIPAA s25(p) to grant an extension of time and properly relied on s27(3) in proceeding despite a jurisdictional challenge; the plaintiffs failed to prove lack of independence, partiality or excess of jurisdiction and produced no evidence corroborating their averments; accordingly the Originating Summons under s15 CIPAA was dismissed with costs.
