The court concluded it lacked power to grant the injunctive relief sought against the Government because s.29 GPA and s.54 SRA prohibit such injunctions; alternatively the bonds are on-demand and the Plaintiff failed to meet the high threshold of a strong prima facie case of unconscionability or fraud, and the balance of convenience and public interest favoured the Government; accordingly the originating summons was dismissed.
