The valuation report dated 5 November 2020 remained valid for the auction fixed on 18 May 2023 because no statute prescribes a valuation validity period, the e‑Leong Guidelines are administrative only and do not displace the National Land Code or Rules of Court, the defendant's rights under Article 13(1) were not breached and prior orders fixing the reserve price remained valid; accordingly the appeal to vacate the auction was dismissed and costs awarded.
